To be regarded as Essex: the boroughs of Barking, Havering, Newham, Redbridge and Waltham Forest.

To be regarded as Kent: the boroughs of Bexley, Bromley, Greenwich and Lewisham.

To be regarded as Middlesex: the City of London and the boroughs of Barnet, Brent, Camden, Ealing, Enfield, Hackney, Hammersmith, Haringey, Harrow, Hillingdon, Hounslow, Islington, Kensington and Chelsea, Richmond-upon-Thames (north of the river), Tower Hamlets and Westminster.

To be regarded as Surrey: the boroughs of Croydon, Kingston upon-Thames, Lambeth, Merton, Richmond-upon -Thames (south of the river), Southwark, Sutton and Wandsworth.
